Reconstructive Connectivities: ICTs in Rural Post-Conflict Settings

Abstract

This article offers an analysis of perceptions of ICTs among rural communities immersed in the armed conflict in the municipality of Planadas, Tolima (Colombia), based on the testimonies of community leaders from rural settlements. The authors conclude that structural barriers exist in rural areas –including lack of infrastructure, intermittent service, economic hardship, and the absence of inclusive digital literacy programs– that significantly hinder the development of technological adaptation and integration within these communities. The study highlights the need to bridge digital divides in order to ensure adequate social and economic inclusion in these regions.
